MH-65 Conversion and Sustainment Project

PM tec was requested by the MH-65 Project Manager to assist in the development of an earned value management approach to be used in the performance management and analysis of the MH-65 Conversion and Sustainment Project. This six-year program will update H-65/Short Range Recovery (SRR) helicopter’s Automatic Flight Control System (AFCS) and modernize the helicopter’s cockpit with a Common Avionics Architecture System (CAAS) that is common with the Coast Guard H-60/Medium Range Recovery (MRR) and thousands of DoD aircraft. Upon completion of all modifications, USCG MH-65C and MH-65D aircraft will be re-designated MH-65E.

PM tec senior personnel worked with the CG-9315 staff to identify acquisition program and DHS requirements for project and earned value management, conducted a Fast Start for Projects™ workshop, redesigned the program work breakdown structure (WBS) to better support performance management and cost tracking requirements, and assisted in the reallocation of program budgets. PM tec project controls personnel worked with USCG Aviation Logistics Center (ALC) staff to develop new project baseline schedules for the program and develop performance reporting functionality using ALC’s P6 project management software.
