Senior Program Management Consultant, PM tec, Inc.
Mr. Fillmore is a U.S. Navy veteran with eighteen years of management and supervisory experience. His specialties include business process development, software implementation, systems development, and research oriented projects. With his applied expertise in business process development and supplying technical requirements for business process design, Mr. Fillmore has assisted organizations such as the U.S. Department of Energy (DOE), the National Nuclear Security Administration (NNSA), the U.S. Department of Defense (DOD), the National Aeronautics and Space Administration (NASA), Motorola Corporation, and large construction and engineering firms.
Mr. Fillmore also leverages his technical and process expertise in business development efforts by conducting project management needs analyses with customers and designing and proposing detailed project management solutions. His diverse background allows him to work with customers to develop a fully integrated approach to address customer needs. He often works with customers to ensure that business processes satisfy customer requirements, implements and configures the software tools to support the established business processes, and develops and conducts project management and software training to the organization’s personnel.
He has developed several courses included in the company’s standard training curricula, including “Best Practices in Planning and Scheduling”, “Best Practices in Risk Management and Variance Analysis”, and “Time Management for Project Managers”.
Representative Accomplishments:
Senior Program Management Consultant to the Universities Space Research Association (USRA). Mr. Fillmore provided project management, process development, and project controls services including the development and management of a cost and resource loaded schedule for a 5 year, $180M aerospace and science project. Mr. Fillmore also developed project management and project controls procedures and instructions and worked in conjunction with project technical staff to develop scope control documents, and to identify earned value management requirements in order to develop NASA-compliant EVM processes and reports.
Senior Project Manager assigned to the Project Management Division of Los Alamos National Laboratory. Mr. Fillmore provided project management/project controls consultation and support to a range of Los Alamos National Laboratory project teams. Typical responsibilities to laboratory customers included the implementation and administration of project management software, project/baseline development, project scheduling and tracking, issue management and change management. Mr. Fillmore often conducted or assisted in project start-up workshops, and assisted in the establishment of the project management office, and developed project management procedures to meet customer requirements.
Project Planner/Project Management Consultant to Motorola Corporation’s Semiconductor Products Sector. As a member of the Legacy System Replacement Program’s (LSRP) Core Data Project Management team, Mr. Fillmore developed and maintained project plans for the worldwide implementation of SAP Corporation’s R/3 enterprise business software. Mr. Fillmore also provided expert analysis regarding schedule risks and issues, as well as general consulting on project management techniques and procedures. He developed and documented the procedures to ensure that the project management process area complied with Software Engineering Institute (SEI) methods and standards and participated in ensuring that software development efforts complied with SEI standards as well.
